Thanks SueB, your a honey! Reminded me of the pentagon audit and how that's chunking along. One must be psychic or have CITYTIME on their minds. The issue is NO BID: government rigged contracts, NOT scapegoat kickbacks.
Just two weeks ago Pentagon reveals their to many sole-source contracts, jee whiz....really? Allowed corruption. Soda ban less important.

Meanwhile back at the SAIC farm, just a month ago Nation time reports (note, ARMY just gave SAIC the DPA or deferred prosecutive agreement on CityTime) and the taxpayer is SCREWED:
“Notwithstanding their commercial nature and availability, these non-intrusive inspection systems are highly technical and complex,” the Army argues in itsjustification for the sole-source award.
"Contracting aside:the Army plans to award the deal to SAIC on a sole-source basis, even though they are commercial sensors."
"What if the U.S. government wanted to do the work itself? “SAIC is not willing to sell or license its proprietary information to the U.S. government for any amount,” SAIC told the government earlier this year.
You could say SAIC has the U.S. government over a barrel. Of dynamite."
Thanks from Suzannah. Rudy gave us CityTime disaster and SAIC and than Bloomberg pushed SAIC like a drug kingpin and rumor has it the fix was in -- but isn't that the case with most gov contracts?
