John Peruggia could in theory sue the city for being a wrongfully fired?

Peruggia could give us even more info than we we have got so far in to the corruption 911 which is multi-layered.

1) over billing abuse of tax payer money -- excessive and record breaking going over budget over a billion 2 billion 14 million for what was orignally a one billion dollar project way over the top compared to our last 911 system with IXP and NYPD....a bargain, it worked and was thrown out the way AutoTime -- created and run by city workers -- owned by City of New York was thrown out by Rudy who had his eyes on the White House.

I believe both working systems could have been expanded.  IXP was qualified and HP wasn't.  IXP was conveniently caught or rather a worker was I believe talking with Verizon worker so IXP was removed and HP brought in I believe because like all the contractors that over billed us and got away with it --they had friends NYC Gov.  HP had federal contracts drying up just like the military contractors that ran here to NYC gov and over billed us.
