John Liu called ECTP 911 Tech System CityTime 2 but it should be called CityTime X 2 because it is a 2 billion dollar scam and no criminal investigation.

We were robbed 911 with over billing. The back-up command center ECTP 911 property in Bronx -- NYDN exposed bronx property sold to us nyc gov tax payers for bargin price 45 million dollar when Thr family alleged to have Mafia ties bought the land for 5 mill. I can't make this up.

Before we get to the tech part of the corruption this will take you to a 45 million dollar real estate deal uber corrupt for 911 Tech system back-up command center and FYI  in my opinion HP was stealing for the get go and would do so until they got a soft landing which they are getting rumor has it.  They were not alone and DOITT, OPA, DOI, City council all had to know or could not do simple math?

Polite speak in my opinion Hewlett Packward, Northrup Gruman  and Verizon stealing -- HP could not have gotten away with without the other contractors knowing and or stealing as well and where was Dept of Investigation and City Council?

Background:
In April of 2005, the City projected the cost of establishing two unified (FDNY, NYPD, FDNY-EMS) 911 emergency call center systems, one in Brooklyn and a second redundant backup system in the Bronx at $380 million. The contract was awarded to Hewlett-Packard. Six years later, the Brooklyn Center is still not fully operational and one year behind schedule. 

The Emergency Communications Transformation Program was troubled by findings of poor management and less than satisfactory oversight by the original vendor, which necessitated a second Request for Proposals to be released for the Bronx facility. 

In late November, DoITT submitted a $286 million contract to the Comptroller’s Office to hire Northrop Grumman to begin work on establishing the Bronx call center system.  As part of Comptroller Liu’s due diligence in reviewing DoITT’s submission, serious red flags emerged, and a request for a full analysis of the cost estimate was issued.  DoITT provided the Comptroller’s Office with additional documentation, but it was not sufficient to answer significant outstanding questions. Last week, Comptroller Liu rejected the contract.

John Liu did a 20 page audit and than asked for a criminal investigation and we don't have one.

Aug. 20 I call the FBI and speak to a woman agent who doesn't know that John Liu is the comptroller I asked she tell an FBI agent that knows who John Liu is -- cited press releases and audits.

Than I stumbled on mayor Bloomberg press conference and shouted him down 2 billion 14 million dollar and ECTP 911 Tech System doesn't work.  I yelled him about CityTime and ECTP 911 -- you are the most corrupt mayor ever.

The FBI agent told me she did not know who John Liu is.


After I yell down Mike Bloomberg he tells the press they can ask him about me yelling after the press conference and no one asks him a single question!
