Christine Quinn is more responsible for CityTime crime and 911 than Bill Thompson because she has been around far longer green lighting the over the top corruption.

Previously Quinn went on NY1 and lied stating she was on top of CityTime.
Reality she brushed aside two investigations brought by Tish James and discouraged a third.
