"The city has agreed to pay $14,000 to a Brooklyn man who claimed he was illegally stopped and frisked by a much-sued NYPD cop, the Daily News has learned.
Jurard St. Hillaire, 21, found a surveillance video backing his accusation against Officer Leonard Clarke of the 70th Precinct in Flatbush, Brooklyn.
The video, which showed the cop pushing St. Hillaire against a building, even prompted a city lawyer to concede in January that there appeared to be no legal basis for the stop. St. Hillaire also claimed Clarke “slammed” his head against the wall several times, but that appeared to be exaggerated."

It’s not a bad payday for St. Hillaire, who was in custody for five minutes before Clarke tossed his ID on the ground and warned him he was lucky he wasn’t getting a summons.
Clarke might need a tutorial on constitutional law. The city has settled five cases since 2010 in which Clarke was accused of a false arrest or illegal search — for a total payout of $96,000. “I think it would be wise for the Police Department to send Clarke for retraining and to start supervising him more closely,” said St. Hillaire’s lawyer, Richard Cardinale, who has sued the cop in three cases.
City lawyer Pernell Telfort said: “We felt that settlement was in the city’s best interest; however, it should not be construed in any way as an admission of wrongdoing by the officer.”
