Mr. Siegel co-wrote a dissent with more controversial ideas, including the creation of an independent special prosecutor to review cases of police brutality; Ms. Quinn declined his invitation to sign on.
Mr. Siegel said recently that he believed Ms. Quinn had abandoned her beliefs to advance her future political prospects.
