Bloomberg Quinn 911 Tech Scandal 2008 - Hurricane Sandy -- word on the street and the word accurate in my opinion is 2008 Bloomberg and Quinn notified via email by whistle blower 911 tech scandal called ECTP stealing lead contractor HP -- Bloomberg forwarded email to Dept of investigation- not Quinn but Bloomberg and both let it die there with Dept of investigation who blew off whistle blower just like CityTime whistle blowers were originally blown off by DOI.
Just like Christine Quinn who wants to be our mayor brushed aside 2 investigations in to CityTime brought by Tish James and discouraged a third investigation.
Joel Bondy testified under oath during these investigations yet he has not been arrested and I find that shocking.

Bill Thompson wants to be mayor but he could have shut down CityTime SAIC abuses and I believe over billing before Gerard Denault is even hired!!!!
Thompson does nothing and either does Bloomberg and based on Richard Valcich's whistle blowing letter not doubt DOI also alerted and did nothing.
Unlike John Liu, Bill Thompson hugely failed us. Liu made history shutting down CityTime and exposing ECTP 911 with may 2012 press release calling for criminal investigation.
With ECTP 911 tech corruption and CityTime CityCrime Bloomberg and Quinn hugely failed us and worse pushed rewarding a culture of failure and a revolving door of corruption.
ECTP stands for Emergency Communication Transformation Program and during Hurricane Sandy the "communication" part of the 2 billion + tax pay dollars failed along with 311 flat lining failing New Yorkers.
How much have we been over billed on 311 and high priced consultants?
Why hasn't Cy Vance responded to John Liu's request for a criminal investigation?
Why hasn't the US Attorney come in and taken ECTP 911 audit and begun an investigation/prosecution?

I guess Fagelman and Delita Hooks do not understand patients/customers contribute to paying bills unless Fagelman uses Caymen Island investments? Just joking but nyc gov a lot of corrupt dealings going on and just like the NYPD and so far IA not doing their jobs a lot of ny gov agencies, Cy Vance and US Attorney not doing their jobs.
Bloomberg and Quinn a fraud and the media selling lies, spin smoke and mirrors as Bloomberg Quinn can only hope no catastrophes force their hand and another collapse of ECTP 911 because Sandy proved the C for Communication failed.
If it happens again before the year is out it would be almost impossible to protect Bloomberg Quinn the way the media has.
