Yeah 911 system works. For 2 billion tax dollars and 14 million NASA u can't even text. FDNY EMS NYPD show up at wrong addresses. Why?

1 billion could feed and house people, educate kids better hirer tutors if needed, hire more cops if they r honest.
911 and 311 will collapse again -- not fixed -- a natural disaster or other situation that distresses people like a terror attack will prove it sadly.
Maybe texting might address showing up at wrong addresses?
