Rudy had 11 years to move the Emergency Command Center in the WTC towers and did not but managed to spin his myth as hero in to 30 million dollars.   Rudy is responsible for the CityTime SAIC disaster although Mike pushed SAIC like heroin and so did all his deputy mayors turned lobbyists.
