Mike rewarded a culture of failure and a revolving door of corruption.

Christine Quinn and Bill Thompson both pushed through obscene over runs on this and I can't get the figures on 311 but my guess 311 yet another Tech Titanic in a sea of corruption no a Tsunami of corruption mostly all tech including board of ed, board of election, NYCAPS, NYCWiNS, etc and don't forget Seedo not tech crime but Mike's favorite non-profit was caught stealing...

HP did in my opinion creative accounting in co-hoots with corrupt power brokers at City Hall to protect HP from SAIC ending even though in my opinion like SAIC, HP was pretty much stealing from the get go and they weren't alone 911 tech corruption.
City Council is mostly guilty of allowing billions of dollars to be abused and or stolen, over-rides but of course when it comes out they all deny it and blame Mike Bloomberg though most all of them with the exception of Tish James all allowed the over-rides. Of course late in the game they all say blame Mike Bloomberg but the majority pushed through corruption like they did an illegal third term.
If Mike Bloomberg did this in his private empire he would be poverty level and homeless.
