CityTime Crime SAIC DPA broken? Preet's Teflon List?
Rewind... May 2013 Orange County stated SAIC "low Balled" in the bid process then upped the price, and if post SAIC CityTime had the county vetted this vendor. They asked the "free"Federal Monitor.
Excerpts below imply serious complaints about SAIC and Bid process/oversight post CityTime.

Eberhardt declined to say whether SAIC has had any major ethics problems since monitoring began. He said his information is provided in his official reports.?"
Since this article the street stumbles on two new "settlement" fines and more concerns of overbilling. So is this post DPA CityTime? CityTime trial starts Sept 2013, and Preet is not as of yet releasing more names or indictments.
