Quinn implicated along with Bill Thompson in CityTime. Preet Bharara won't go back in time and if he did the Richard Valcich letter has both Bloomberg and Thompson's name on every page but Christine Quinn is directly implicated in the trial time wise because Quinn brushed aside 2 investigations in to CityTime and SAIC brought by Tish James and discouraged a third.
