An inspector general would be a fraud -- another level of corruption and fakeness like CCRB and Internal Affairs.
I was violently assaulted and almost blinded by Dr. Andrew Fagelman's receptionist Delita Hooks at 155 Spring St and corrupt cops fixed it. Was it my politics or Dr. Fagelman writes HGH scripts for the NYPD? Or both?

We need an outside monitor and again no one will confront Mike Bloomberg on the fact HP was stealing money in my opinion on 911 Tech mess called ECTP and they weren't alone.
John Liu called for a criminal investigation into ECTP 911 Tech mess last May 2012 and we don't have a criminal investigation. ECTP 911 failed during Bloomberg's blizzard and Hurricane Sandy.
