"Liu noted in his letter that City Hall is about to hand Verizon a lucrative new contract even though the company has yet to agree to pay $59 million in damages the city is seeking from years of delays in installing the new system.
Verizon’s lawyers have repeatedly refused to pay anything close to that amount, according to internal city records of settlement talks obtained by The News."
"Amazingly, Verizon’s E911 project is just one portion of a massive upgrade of the city’s emergency communications system that has been riddled with delays and cost overruns. The entire project’s cost has ballooned from an original $1.2 billion in 2005 to more than $2.3 billion today. And that figure is bound to grow, since a backup 911 call center in the Bronx that was always part of the plan won’t be finished until 2015."

Just like CityTime mayor Quinn and DOI ignored. Allegedly Bloomberg Quinn were sent emails but DOI did nothing theirs continued over billing.
People have died and system failed during Bloomberg's blizzard 2010 and Sandy. It makes duplicate 911 alerts to NYPD and EMS software has flat line
