In my opinion Mike Bloomberg with his top NYPD brass loyalist doing damage control on 911 corruption and that is why we have no criminal investigation in to 911 Tech Corruption and won't have it until Mike Bloomberg is safely out of office despite our lives being at risk.
The new contractors came in and built on a house of cards and corruption. In my opinion HP did damage control making it appear as if they came in under budget to help Mike from an SAIC do over as Mike and Team Bloomberg prepare for CityTime crime trial where Mike pushed SAIC like a drug king pin along with Rudy and his deputy mayors turned lobbyists.
