tou·ché SRA ! SAIC loser on Navy con (excuse the pun)?
tou·ché French, from past participle of toucher to touch, from Old French tuchier
First Known Use: 1904
SAIC lacks credibility? OMG newsflash, one of the top ranked Defense contractors?
Biz Journals reports: US Navy has come out of coma? and states amoung other things "a lack of credibility", dah.
The street thinks corruption on government bids is the normal, like CityTime, the New York City Payroll system project where the prime Contract SAIC was to automate the payroll in the City of New York. The project which grew from 63million to 700million until early 2011 where initial indictments where handed down and then superseded with a second set of indictments in May 0f 2011.
With over 9,000,000 document evidence, the never to start CityTime trial is just around the corner. The street is wondering "who" will be called to testify and how Barry Bohrer will defend Gerard Denault (SAIC project manager fired). should the Feds have re-written the indictment to racketeering?, was the SAIC DPA a premature card move?, Can it really be that only Denault, the project manager be alone and is the scapegoat for a 700 million dollar contract within SAIC? Will 9,000,000 documents of minutia...smoke bomb to cloud the real problem, pandemic bid rigging?
"In the second solicitation the Navy informed offerors that if costs proposed appeared unrealistic they might infer among other things, a “lack of credibility” on the part of the offeror. Both SAIC and SRA proposed offers that the Navy determined to be unrealistic."
