Citytime "never a real crime, SAIC" is in the news again. SAIC is not government, they are a private defense contractor with their hands in all sorts of military work. SAIC is very close to pulling lots of military triggers without even being Military and seem to bumble a lot things they touch and come up untouchable. Take CityTime, reportedly the largest fraud against the City of New York, where SAIC repaid 90% or 500 million back to the City in settlement. CityTime was the payroll system contract held by SAIC to automate the City 300,000 payroll.
