I believe he retired after he killed a woman because he was driving drunk while 3 trials start in the bronx and two involve murder one manslaughter and one trying to kill key witness in NYPD fixing favors scandals drugs etc.  PBA was exposed in some of fixing and favors but this only goes on in the bronx.
