The New York Times article makes it clear that NYC Gov spends a fortune mega millions on Internal Affairs and yet the Police cannot police the police. Read the article -- it is damning.
What you find is that Internal Affairs is spending more time and tax payer money pushing paper than investigating crime and I am living proof that IAB is corrupt and the political arm of Ray Kelly protecting the NYPD brand.
So how is IAB corruption just like 911 Tech corruption...

Sure I wonder if Dr Fagelman called 1800 NYPD Fix it and the NYPD and IAB sure act like they get Viagra from Dr fagelman who was confident for some reason he did not have to fire Delita Hooks after her savage attack a running punch to my eye as I held bags, 2 bags one heavy, my phone and my arm was numb as she hit me like a human pinatta and ripped my hair out and kicked me repeatedly ignoring her pals orders to let go of me as she continued to damage my cervical spine pulling and ripping at my hair and NO ARREST.
The NYPD with Delita Hooks but refused to meet with me treating me like a Jew in the early stages of Nazi Germany.
The NYPD are guilty and now I have caught IAB as guilty fixing for the corrupt cops involved and Delita Hooks continues to sit at the front desk of a long closed off counter.
Does she have any friends or relatives in the NYPD as well?
No doubt IAB was embarrassed by me the only one courageous enough to report IAB can't even get the NYPD parking placards out to the force on time always taking 3 extra months to issue them to the entire force. I caught IAB in more than one cover-up for the First Precinct but this is the worse and Ray Kelly is protecting IAB, the NYPD Brand and 911 Tech corruption for Bloomberg like he is hoping for a lot more free rides on Air Bloomberg.

Why hasn't Delita Hooks been arrested for assault and False cross complaint.
IAB hasn't notified Capt Timoney to arrest Delita Hooks but IAB so far has let Det John Vergona and his supervisor retire.
I was violently assaulted by a supposed medical receptionist office manager who had no right to touch my body besides her crazy verbal assault and hand gesture violating my patient rights. Dr Andrew Fagelman's violent lying receptionist is not arrested for assault and false cross complaint. She made a hole in my retina and IAB let Det John Vergona who coerced me in to dropping charges retire. Coercion is a crime and IAB doesn't arrest him. IAB doesn't think it strange that the NYPD including supervisors involved rushed to seal up Delita Hooks false allegations, false cross complaint a crime along with assault and by sealing up their crimes they wanted to bury their crime coercion like a dead body.
Over Ten Thousand People have watched this video and agree the NYPD must have a special relationship with the MD's office and also the NYPD were sending me a message as well and I happen to be a 911 Whistle Blower still calling for a criminal investigation in to 911.
I once admired Ray Kelly but now to me he in my opinion is part of a crime where a hole was made in my retina and I contacted him repeatedly. He did more than nothing.

Read this on Ray Kelly who took free rides on Air Bloomberg and when Ray isn't allowed to take a free cup of coffee from a diner.
Ray did take my Justice Card as I waited to go testify and so did NYPD Chief Dowd before I testified but Cas Holloway and NYPD Chief Dowd didn't stay for civilian testimony including Ariel Russo's parents and NYPD Chief Dowd refused to take my testimony although the FDNY counterpart did.
