Heard on the Street: Bloomberg Businessweek has an article about how the SEC put together its case against Raj Rajaratnam. Indeed, it took them over three years of leg work. No excuses, but it does give some insight into the bureaucratic maze in which they operate. For instance, the SEC isn't authorized to listen to wiretaps. The lead investigator noted that the U.S Fish and Wildlife Service can listen to wiretaps, but the SEC can't.
It really is a screwed-up mess and there is little doubt that big money intended it to be that way."
