Christine Quinn just made sure City Council did not investigate the Bloomberg Goldsmith debacle but worse was she brushed aside two investigations in to CityTime brought by City Council woman Tish James and discouraged a third. It was simple math this was a scam and talk to most city workers and they confirm CityTime does not work...a flawed system that costs money.

Monday, Mr. Bharara referred to the first round of charges in this case—six people in December—as the "tip of the iceberg."
"Unfortunately, in just the few months since the first announcement of arrests, we have developed evidence that the corruption on CityTime was epic in duration, magnitude and scope," he said.
The fraud allegedly involved more than $600 million in city funds, more than $40 million in kickbacks and an international network of shell companies and accountants created for the sole purpose of laundering cash, Mr. Bharara said.
"The CityTime project was corrupted to its core by one of the largest and most brazen frauds ever committed against the city of New York," Mr. Bharara said at a downtown news conference.
Plenty of folks in NYC government, MTA and connected to NYC Gov. pushed SAIC like heroin and how lucky they don’t fear being arrested.
