"The unions eventually got the Council to ask a few questions in hearings and that's when Council members started noticing that CityTime had quietly mushroomed in price - from $63 million in 1998 to more than $700 million - but was nowhere near finished.
At a City Council hearing in December 2009, Joel Bondy, then city payroll director, was grilled about all the private consultants he had put in charge of overseeing the runaway project.
Brooklyn's Letitia James demanded to know why Bondy had agreed to pay more than $400,000 a year each to a former business partner, to a former co-worker at another city agency, Mark Mazer and to a third consultant, Scott Berger.
The three were among 47 "quality assurance consultants" Bondy had hired to monitor the work of the main contractor, defense giant SAIC.
