I have a friend who works for the city. She received a new upgraded computer through a city deal with Time-Warner. However, the payroll system doesn't work on the upgraded machine, so she has two computers on her desk -- the older one solely for the purpose of filing her hours, so she can get paid. The scandal continues, just of a different sort.
