Bloomberg SAIC slow to crawl wishing CityTime trial vanish?

I am never surprised that SAIC can slow things down, like CityTime lawsuit, to a crawl.  They have incredible power in Government contracts - look at the DoD contract wins and it is clear that upper management is IN BED with the Pentagon big time.  Recent budget cuts should eat into their power a bit, but they will also only become more aggressive in hanging onto what they already have or can get.  Kaiser Bloomburg II will doubtless wish litigation to "go away" quietly into the night (you won't let him do that!!!) but it still is a shame and a blunder.
