This article is missing so much it is scary.  Research lobbyists on companies for CityTime and ECTP -- ECTP bigger scandal and fraud than CityTime.  CityTime much closer to 800 million not 700 and what about the cost of throwing out systems that work -- the damage over a billion if you include that.  Oops you forget to mention Dept of Investigation did nothing or that they, Bloomberg and Bill Thompson had to know CityTime was a mess and SAIC over billing delivering work, bribing? as early as 2003.  Oopsie lobbyist worked guess which dept. NYC gov and for which mayors including Rudy’s childhood BFF....
