In mid-2008, 67 percent of New Yorkers responding to a New York Times poll said they approved of Mr. Bloomberg's overall performance, but his popularity was not tied to any single issue. Only five years earlier, a Times poll had found New Yorkers so unhappy over tax increases and reduced services under Mr. Bloomberg that only 24 percent approved of the job he was doing - the lowest rating for any mayor since The Times began measuring mayoral performance in 1978.
