Bloomberg's lack of accountability, losing popularity and the blurring of the lines public private

The author of this piece talks about the mayor blurring lines...he has no idea to what degree...
here is paragraph from his article.
In mid-2008, 67 percent of New Yorkers responding to a New York Times poll said they approved of Mr. Bloomberg's overall performance, but his popularity was not tied to any single issue. Only five years earlier, a Times poll had found New Yorkers so unhappy over tax increases and reduced services under Mr. Bloomberg that only 24 percent approved of the job he was doing - the lowest rating for any mayor since The Times began measuring mayoral performance in 1978.
