"To avoid debarment, SAIC agreed to provide the Army with all reports of civil or criminal misconduct, with an understanding that all related documents and supporting materials are considered to be administrative or managerial material that is “not … protected as attorney work-product, or by the attorney-client communications privilege or any other privilege.”
Not sure what this means...but it reads as twisted as it is.
"The U.S. Army's top suspension and debarment officer believes that contractors tend to conceal misconduct from the government by hiding behind their lawyers, angering contractors that say such a stance could erode their ability to protect sensitive information during internal investigations."
