Because CityTime was flawed from the get go and still is a high maintenance train wreck as in Bloomberg's long list of tech Tax Payer's Titanics where he and Mark Page approve over runs in budgets with Defense contractors like Raytheon on FDNY wireless for 14 Million tax payer $ on a 500 million project, SAIC over runs CityTime 700 million and counting, ECTP Northrup Grumman don't have a figure but military or plain corporate rumor has it they all over billed us on all contracts with Bloomberg and Mark Page's blessing - oh Mike last stiffed NY Tax Payers for millions hiring his campaign staff that he funneled $$$ to in creative ways besides breaking campaign laws not that US Attorney, FBI or Cy Vance care as well as committed perjury and Mike found ways to put politically connected folks and kids on tax payers dole. Wake-up New Yorkers! Christine Quinn made back room deals with Bloomberg, Rudin etc and she abused slush also known as tax payer $$$. FBI not interested in giving her John Liu treatment.
