I do not believe the corruption began with Denault and Bondy but escalated and expanded.
I believe SAIC CityTime from the get go was corrupt because the system was a lemon and like so many gov contracts the fix was in, ditto for lobbyist mostly all alumni of NYC gov including 2 Rudy lawyers 1 a best friend... So many contracts a revolving door for corruption almost like a ponzi rip-off but with billing which is one big fat reason we have a multi- trillion dollar deficit!!!
