The Street thinks...this is why why SAIC got that DPA (Deferred Prosecution agreement) on CITYTIME. They believe they ARE the GOVERNMENT. Just scapegoat the other lesser guilty. I suppose you can slip this PR meeting under definition #4, or better yet #5.
